Donald Gross assists both American and international clients in need of counsel in Washington or seeking to grow their businesses in the United States and the global market. He provides legal and strategic advice in several core areas: government relations, commercial and real estate transactions, compliance with national security and international trade regulations, and international operations.

Don counsels clients on devising and implementing strategies to achieve their business objectives and overcome the commercial, regulatory, political and cultural obstacles they face in the U.S. and overseas – in the energy, transportation, infrastructure, commercial real estate, communications, financial services, health care and high-tech manufacturing sectors.

Don has held a number of senior public and private sector positions. He served as Senior Adviser to the Under Secretary for International Security Affairs in the Department of State, Counselor of the U.S. Arms Control and Disarmament Agency and as Director of Legislative Affairs at the White House National Security Council. He has practiced law in New York, Washington, and Seoul, Korea. He also worked for a decade as a strategic adviser to U.S. and overseas-based multinationals.

Over the years, Don has published numerous articles on international business and public policy issues, while serving as a commentator for CNN, MSNBC, Fox Business News, SkyNews, the Voice of America, and the Wall Street Journal. He authored an acclaimed book on U.S.-China relations titled “The China Fallacy: How the U.S. Can Benefit from China’s Rise and Avoid Another Cold War” (Bloomsbury 2013).

Drawing on deep experience with Congress, the Executive branch, and international institutions, Don provides strategic advice on substantial legal and regulatory issues, while crafting legislative or regulatory solutions to complex problems.  His services include:

  • The Foreign Corrupt Practices Act (FCPA)
  • U.S. export controls, technical assistance agreements, economic sanctions and anti-boycott laws
  • Facility Security Clearances administered by the National Industrial Security Program (NISP)
